Arcus Policy Research operates on the premise that enduring policy solutions emerge from methodical research, strategic insight, and grounded sectoral understanding. Established in 2021, Arcus Policy Research is a nascent yet steadily growing research organization, emerging as a hub for rigorous policy analysis, data-driven insights, and strategic advisory. With a focus on methodological integrity and collaborative inquiry, we are building a distinct identity within the policy research ecosystem. With an emphasis on advancing sectoral understanding, our work supports the development of resilient and equitable approaches within the agricultural and allied sectors, contributing to informed dialogue and long-term sustainability.
We operate at the confluence of economic transitions, gender dynamics, social structures, and technological advancements, critically examining the evolving agricultural landscape and its intersections with allied sectors such as climate & sustainability, bioenergy, and rural livelihoods. Through a rigorous, data-driven approach, we strengthen the design and evaluation of various policies and programs, contributing to their practical relevance and strategic coherence. For instance, we are currently supporting initiatives in three Indian states by developing MLE frameworks that help partner institutions assess and improve service delivery—from agricultural inputs to market linkages and extension services.

OUR PROJECTS

Arcus Policy Research has a decent and growing track record of conducting, publishing and disseminating in-depth studies on biofuels, feedstock availability, and related market dynamics, with a focus on ethanol blending and sustainable energy strategies. The following are key projects that demonstrate our expertise in these areas:
The study assesses administrative and operational reforms implemented since 2019, their impact on procurement, storage, and market disposal, and the effectiveness of direct farmer engagement. By combining data analysis with stakeholder interviews across key states, the project aims to provide actionable recommendations for enhancing efficiency, transparency, and long-term sustainability of onion supply chain operations in India.
The Monitoring, Learning, and Evaluation (MLE) project focused in three states - Uttar Pradesh, Odisha, and Bihar. The Project aims to design, track, and analyse key agricultural metrics to measure program impact and guide future interventions. As part of this effort, a comprehensive survey of agricultural households is being conducted to generate insights directly from farmers.
Our team is conducting an in-depth analysis of the financial health and scaling potential of Farmer Producer Organizations (FPOs) across states such as Bihar, Madhya Pradesh, Odisha, and Maharashtra using our proprietary F-MILD© framework. This work supports state-level FPO growth and informs national policy, aiming to strengthen FPO sustainability and unlock scaling opportunities.
The project aims to assess India’s bioenergy potential by analyzing the availability and utilization of key feedstocks across various bioenergy streams such as ethanol, compressed biogas (CBG),biodiesel, sustainable aviation fuel (SAF), biochar, biomethanol, biomass pellets, and green hydrogen. Additionally, the study will evaluate the role of municipal solid waste (MSW) in energy production and provide actionable recommendations to enhance the share of bioenergy in India’s energy mix.
